boundary wall issue

We have bought a new house. The gentlemen next door has built a boundary wall between the two houses. The wall is on his side of the property line but butts up to the property line. The wall is of block construction and in our view unsightly. We would like to stucco and paint our side of the wall. The genleman has told us that we require his permission, which he will only grant if we pay him a sum, which in our view is an unreasonable proportion of the cost (75%)of the wall. He has inflated the true cost of building the wall. We would pay a reasonable sum and we do not wish to have a dispute with our new neighbor. We have been told that as our side of the wall is on the property line we can stucco and paint it with out his permission. Is this correct please?
