We have a business in a small strip mall and recently a Somalian smoke shop moved in, Since then every day the parking lot has numerous cigarette butts, trash, drink and liquor bottles, food containers and tons of spots on the sidewalk from that tobacco that they chew. We have asked them to clean it up but that only lasts for 2 days. This is affecting our business because it looks awful. They also hang out in the parking lot. The land lord mentioned it to them a couple times but he is rarely here maybe 3 times a year. What steps can we take to alleviate this problem ?

You must demand that the landlord take action to make the premises suitable for you to do business and the landlord may be in breach of your lease agreement. It is the landlord's duty to take the action against this other tenant. You may also take action against the tenant if they are causing injury to your business. If a crime is being committed, then you can call the police directly and demand that they take action. You have not stated who is hanging out in the parking lot and what they are doing, but it is not hard to imagine that your customers would not enter the parking lot if they saw a group of people there.
