CC&R enforcement

Can I as an individual owner and resident or a group of us in the same subject development bring legal action to enforce Deed restrictions (CC&Rs)?

We do not have an active HOA but have been impacted by a new owner who is violating our CC&Rs and also Phoenix City buildings codes and ordinances currently being pursued by city inspectors but they have no interest in CC&R violation.I cannot find much info on CC&R enforcement.

Yes, you can take action against a neighbor and enforce the CC&Rs.
