Legal Question in Real Estate Law in Arizona

Definition of ''Written Notice''

I live in a neighborhood bound by an association. In the CC&Rs, there is a requirement for notices to be in written form and considered delivered either by hand delivery or to be sent by ''United States First Class, Registered or Certified Mail...'' Is an email from a private email address not identifiable to the Association considered to meet this requirement?

Thank you for your expertice.
