Legal Question in Real Estate Law in Arizona

How can we force my mother's estate into probate court? SHE was living in California with my sister... BUT her properties are here in Arizona.

It is not clear to me if your mother is alive or has passed. If she is alive, then you might bring an action in probate court in California to be appointed conservator of her estate. If she has passed away, then you could petition for appointment as personal representative of her estate and probate of her estate. You would have to conduct an ancillary probate in Arizona to deal with real property in AZ.
