HOA board meetings and work sessions

Who is allowed to attend and participate in HOA board meetings and work sessions? We have renters in our association who are attending and participating. Some homeowners want them to attend and participate and others want them not to attend and participate. Who has the right to decide this?

What do your bylaws or CC&Rs say about this? When you say "participate," I am puzzled. Discussion is one thing, voting is another. Do your bylaws and CC&Rs not state that homeowners have a vote? Or can they give a proxy to renters?
