What can I do when a home owner doesn't want to pay for work that I have done to his property and am not a licensed contractor and only have a verbal contract?

You can sue the homeowner in small claims or in justice courts. You have to be able to prove the existence of the contract and that you performed as required, and that you are not in violation of the laws requiring you to be licensed to do the work.
