plumbing damage for nieghbors plant roots

We have developed a pipe break plumbing leak. The pipe runs near our property line. The neighbor also have similar issues with their plumbing (multiple leaks in pipes). The neighbor have well developed tall bushes on their property that has broken their pipes causing their pipe leak issues. It seem that these roots may have also damaged our pipes as well. The vegetation on our side of the property line is minimal (small flowers). If the roots from our neighbor did actually damage our water pipes, who is liable for repairs? water loss? If it is the neighbor's, can they be given the repair bills? If it is our responsibility, can we kill all roots from the neighbor bush crossing our proerty?

You may need to consult with an expert regarding leakage and causation. Don't kill the roots of your neighbors' plants, but do send notice to them of your claim.
