Is is true that in order to amend a public report the Mechanics lien shoulb be removed?

No. The public report can be amended regardless of whether any of the affected properties have mechanic's liens.
But, it seems to me that there is a lot more going on with your situation than you have revealed in your question. If you want a meaningful answer you should explain the entire matter in more detail.
