shared well
what are my legal rights, when
the person that we share a well
with, is behind on paying for the
monthly electric, plus is refusing
to pay his portion of a new pump that
we had to replace.

First, you need to review the contract you have regarding the well sharing. See if it provides for any remedies. If not, then you'll have to file a lawsuit.
