small claims court
Ex lover will not give property back to me. Not gifts, my personal property, and business property. No money is owed by me.

You can go to small claims court and ask the court for money to replace the property he refuses to return up to the amount of $4,999. or an order to give the stuff back to you. You could also seek damages for depriving you of the property, if reasonable.
If the property is worth more, then Justice Court is available for claims up to $9,999.
