What can you do if the tenant refuses to sign a new rental agreement.

I assume they are now month-to-month. If you don't want them there, slowly raise their rent until they leave. The whole purpose of doing a year lease is to benefit the lease holder with assurance that they won't have their rents raised. (At least that's what your tenant needs to know.) Simply explain to them that the slow rental season is coming up and it will be hard for you to find a new renter so you must cover those months when this renter will be gone and no one will be in there so you have to raise the rent. If they want to sign a new lease you can assure them a low rent for the next year.
