about transfer mortgage and title
I want to transfer the mortgage and title to my brother so I can get an apartment for myself for personal reason. Can I do that and how?

You'll need permission from the bank to do this. And, since interest rates have been going up, the bank will probably say no. They'll want your brother to get a new mortgage.
