is it legal for a senior loan to record two trust deed i mean two not one note and one trust deed but two trust deed and one loan at closing in arizona

It sounds like the recorder mistakenly recorded the same Deed of Trust twice. It does not create 2 liens or 2 loans. You should check with the title insurance company and see what they say.
