Is a trustee's sale notice taped to a fence the same as an eviction notice

No, not at all. The notice of trustee's sale gives the borrower notice that the property is to be sold, as in foreclosure sale. Thereafter, you must vacate the property or the new owner will have to take legal action to evict you. An eviction notice is a court order telling you to vacate the property by a certain date.
