Legal Question in Traffic Law in Arizona
i received a photo ticket while traveling through arizona. what are my options and rights to paying a ticket i do not recall driving over the limit?

If you received the citation in the mail, uncertified and you did not respond to it by mail, then you can ignore the ticket for now. If you are not properly served the case likely will be dismissed. Some cities will send a process server to personally serve you (cost you an extra $30 if served); most do not and the case goes away. You can check online at the following link to see if your case is listed and what the status is. If you are properly served, there many legal/factual challenges that can be made. Feel free to contact me if you need representation. Good luck.
