retro disability assignment

When I ETS'd in 1982 I filed a claim for compensation. I never heard back from the VA, however I was awarded Voc rehab in may of 82. I know that I had to have at least a 20% SC to have been given the Voc Rehab award and I have the proof that I was awarded this benefit. When I inquire at the service center I have been passed around to various entities within the VA. 1) How do I proceed? 2)Isn't it true that any back pay would be at today's rate?
