Legal Question in Wills and Trusts in Arizona

not abiding by trust agreement

My father left a trust for his children that we all receive upon the passing of our stepmother. There are to be three people at all times on the trust, however since my brothers death 3yrs. ago there has only been two, the stepmother refuses to put a third person on there, what is our recourse. Thank you in advance for your help.
