how do i find a will that was never registered. the property was left to me but he also had a legal representative who says the property is his even though im paying the taxes

Wills are not required to be registered or recorded. If the Will is to be probated, it must be filed with the petition for probate of the Will and appointment of the personal representative of the estate (the executor). It sounds like you must retain an attorney to sort out the legal status/ownership of the property and determine if you are the owner or someone else, and then you have a claim against that person for the property taxes that you have mistakenly paid.
