The personal rep should prioritize the expenses, debts and taxes that are owed by the estate, then pay the taxes first, etc.
The inventory gives you the calculation of how much money is available to pay the taxes, expenses and debts of the estate. The PR has a fiduciary duty to all claimants and you have to treat them all fairly and honestly.
