medical power of attorney

when the caregiver isn't properly caring for the patient, can the person that has the medical power of attorney have the caregiver removed from giving care to the patient?

I agree with the previous answer except, of course, if the patient is competent and able to make his/her own medical decisions the POA cannot override the wishes of the patient.

Absolutely, Yes. That is the job of the agent under the POA.
