The executor has a legal duty to distribute the assets of the estate within a reasonable period of time. You can bring an action in court to compel her to convey the title to the beneficiaries. Then you would have the rights and duties as a joint owner of the property. The best thing for you, given your desire to sell your half, is to negotiate an agreement with your sister to buy your half. Having an attorney to represent you, may be helpful in getting her to act, and change the title or buy you out.
