My single brother died and he had no children. Do my parents get his assets? How can one parent sign over all assets to the other parent? This is in arizona

If there is no Will, then your brother's parents will inherit his estate in equal shares. One of the heirs could waive his/her right to inherit and the other would inherit the entire estate.
