My step-sister was made executor of my father's estate. Legally, can I require her to give me copies of the bills that were paid from his insurance policy?

An executor (personal representative of the estate) must be appointed by the court. The person named in the Will or the person asking the court for appointment, has to submit certain information and give notice of the probate to all interested parties. You then have an opportuiity to object to that appointment and to ask the court to order the executor to do certain things, ie. account for all money spent by the executor/personal representative. If the insurance policy benefits were paid to the estate, then yes, she must account for those funds. If the insurance was paid to her as the named beneficiary, then the money is hers and if she paid his bills, that is good for all involved in the estate.
