how is a relative able to read the will of the deceased, assuming the executor will not send a copy to all relatives??

The probate documents are public record if they are filed with the court.

Wills are not recorded or public record until filed in a court proceeding (ie. probate or a guardianship proceeding). There is no executor until a person is appointed by the probate court to serve as Personal Representative (executor is an old term)of the estate. You can file a petition in probate court, to be appointed PR, to administer the estate of the decedent, and that should bring out any Will that may exist.
