Chapter 7 after a chapter 13?
If you filed and completed a Chapter 13 plan in 1984, but are not over 28,000 in debt and unemployed, divorced and at the end of your rope, can you now file a chapter 7 to get out from under the debt?

I presume you mean "now" over $28,000 in debt. The answer is that you can file Ch. 7 anytime after 6 years after the prior case. So, yes, you can file. See a lawyer to determine if it is the right step for you.
