How many times
A year ago I was discharged on a Chapter 7.
I have new debt on two credit cards and
having difficulties again. Can I file again
for Bankruptcy to get this debt under control?

You can file, but your petition will be dismissed under chapt 7. Try Chpt. 13 and you can make payments for 5 years to catch up on these bills.
