Setting up a Foundation

Need help in knowing how to set up a foundation to give funds on an on going basis.

I'm not sure what you mean by a foundation giving funds. You may need a trust, or if you are talking about where the funds go, you may need a 501(c)(3) non-profit organization. If I had more details, might be able to suggest what your options are.
