Sexual Harrassment?

My wife was texted by a co worker at the same level-both supervisors about how good she looked. She did not respond initially and he continued. She eventually played ''the game'' and graphic, lewd language was used. By all accounts it appears as a consensual texting affair at this point. However, months later the male was promoted and transfered. Some of the texting stopped but he specifically stated after being promoted she needed to remember ''he was above her now'' He requested they have sex at their next meeting and she did so'' text after the meeting appear it was consensual but at the very least improper use of company equipment by both.I found out and she immediately texted him to stop advances and all communication. He still texted her twice since that text. I reported the information to his parents looking for answers and help on how to deal with this issue and requested he resign as he was violating the very items he teaches company employees.I have since found out he is doing this to other women. Once he found out his parent knew he went to his boss and offered to resign but only told half the story so she slapped him on the wrist. What are my options.My wife now feels she was manipulated into this whole thing.
