Can i be forced to leave the outside of a public library while passing around a petition to amend the Arkansas Constitution?

Nope. It is a public accomodation and as long as you are not blocking egress you are within your rights to set up a petition drive. Remember to be courteous and stay relatively quiet so as to not disturb the peace. Also stay in the public walk and do not block traffic (either motor vehicle or foot traffic.)
