Illegal to throw away someone else's mail?
I really would like to know if it is illegal for someone to throw away another individual's mail without the knowledge of the recipient, especially medical documents.

Yes. It is illegal. It is the responsibility of the reciepient to write "return to sender" or "wrong address" on the item and return it. It is against federal law to destroy mail with knowledge the it was not intended for the reciepient and they also cannot legally open your mail.
