Venue

I am filing a pro se suit in Feredal District. I live in Arkansas and am suing the State of NJ, the Department of Probation and Middlesex County Welfare. Where can I bring suit, NJ District Ct. or Arkansas District Ct.

It depends upon where the alleged civil rights violation occurred. Chances are that the only appropriate venue will be in the same district as the defendant. If you file it in Arkansas, you're likely to end up in NJ, so your best bet is to file in NJ. However, be prepared to travel,--the court isn't going to have a lot of sympathy for you not showing up in court when required. The scheduling conferences may be held by phone, but motions and other activities will be held in person.
