time limit on collecting a debt

i just received a statement regarding a bill for 755.00 on medical equipment i rented in 1999. i thought that this balance was taken care of and have not received any correspondence from the company since i turned the equipment in around june of 1999. now i get a statement saying that tricare, (insurance used at that time) was sued and settled. they say i owe the money that they settled for. is ther a time limit on their collecting this debt or turning it over to a collection agency.

I'm not sure I have enough information. You say insurance was sued and settled. If they settled, then there would not be a debt for you to pay. Maybe I am misunderstanding what you are saying. Is this debt in writing?
