who gets the wedding ring when he called off the wedding, and still owes on it

The creditor. As I recall, the law used to be that if the marriage does not take place, then there was no consideration and thus the giftor is entitled to return of the ring. I can't say for certain this is still the status of the law without research. However, this may be inapplicable if there is a lien on the ring- the creditor may ultimately be entitled to the ring to satisfy the outstanding indebtedness.
