Filing a case against a State University

I respectfully request your advise about filing an action against a State University. First, if the University denied the award of--name removed--graduate degree for questionnable reasons (documentation to dispute it is available), and we've been through the formal grievance process, can an action be filed against them for violating any sort of contractual agreement (I lost--name removed--career as a result)(i.e., how do you sue a State University?). Second, since lawyers willing to tackle the State Attorney General, who represents the University, which branch of law would I specialize in if I went to law school to address such an issue?

If the university is a California State University, or a University of California school, it is a public entity which requires that you must file a claim with the university within 180 days.

If you missed that deadline, then you can file an application to leave to present a late claim but it must be soon after the 180 day deadline . . . if it is rejected you need to file a petition in superior court within 6 months of the rejection.
