Legal Question in Education Law in Arkansas
My sister's child is being refused entry to an Arkansas public school (Kindergarten) because they are "full" and have no more positions open for new students. We suspect they are lying, and refusing admission because this child is mildly developmentally disabled--he gets frustrated sometimes and can throw fits. Can a public school refuse entry to a child because school enrollment is "full?"

No. The public school in your district has an obligation to serve the residents of the district.
