Legal Question in Family Law in Arkansas

I have 3 children, I am divorced from their father. Recently he has wanted to start picking the children up every other weekend. He is an OTR driver has only ever picked up the children maybe once a month or every other month. He is now married and wants his new wife to exercise his visitation, without him being in town. A couple of weekends ago, she picked up the children on Friday, telling me he would be in later that night. He never showed up. When I called him he stated they were with his wife and he would not be in till sunday. I told him to have her bring the children home. At that time he stated I would should feel lucky to get them back on Sunday. I have full custody of the children. I am now in fear that if I let my children go with him, with the remark he made, he may not bring them back. May I with hold visitation due to his threat. The Visitation in the divorce decree is basic Arkansas visitation. From what I understand she is not allowed to exercise his visitation, unless she is named in the decree, she is not named. Him being the father the visitation is set for him not his new wife
