Legal Question in Family Law in Arkansas

My 17 year old stepdaughter came to live with us 6 months ago. My husband pays his child support through the state clearinghouse. What do we do to get them to stop holding out his child support? The girl's mother agreed last month to send the money back to us until we could get this changed, but now she is not returning calls and no money has been returned.
