Breech of Contract in Divorce

In our divorce paper it states that the noncustodial father pay 1/2 of all medical and keep her covered on medical insurance. He hasn't paid anything since she was born. What can I do to get action for him to pay me back for her bills that I paid so it wouldn't go against my credit. Please Help!!!!
