Child Support

If someone gets a letter notarized stating that they are turning over parental rights to the mother, is that still legal and does it free the father of having to pay child support, etc?

No, this will not work in my jurisdiction, and I'll bet it won't work in your state either. A parent cannot just "sign over rights" to his or her child, unless that parent is creating a custody/parenting agreement. Even then, the parent's rights are not terminated, only the physical custody of the child addressed. Only the court can terminate parental rights and child support obligations.
