Legal Question in Family Law in Arkansas

If you have custody of a child who is not related to you and there has been no contact from the mother for 3 or 4 years is that abandoment... what legal rights would I have or what would I need to do if there is a family that would like to adopt this child and I don't know how to contact the mother and don't kno who the father is.
