Legal Question in Family Law in Arkansas

If father is not on birth certficate what rights does he have to his daughter. He is 22 and has no job no licences and lives with mom and smokes weed so what can I do to make sure he has no rights to her in future

If he doesn't have any contact with the child for more than one year and doesnt support, you can adopt the child or allow a stepparent to adopt with you.
