Legal Question in Family Law in Arkansas

Hi, I have friends that have recently taken in two foster children. They hope to adopt them at length and have given them new primary names. Is this legal? Thank you.

In short, yes. Once the adoption is finalized, and maybe even within that proceeding, the "new" parents can change the children's names.
