Legal Question in Family Law in Arkansas

I have legal guardianship of my cousin's child for nearly 6 years now. My cousin is deceased. Child's mother is incarcerated and has not made contact with him for 5 years now. Child is 13. We want to legally adopt & he especially wants to legally change his name. Is there an age that we should wait for so the judge will hear his desires & judge in his/our favor?

No. The standard is what is in the "best interest of the child". Given the mother has made no contact for more than a year, you don't even need her consent. Consult with an attorney in your area.
