Mentally Inept Parent

A mother who was found to be mentally unstable lost temporary custody of her three year old daughter. The daughter was placed in the care of close family friends. The mother was ordered into counseling, which she attended, though improvement was not noted until well into a year of her treatment. Around this time her daughter was put up for adoption without her consent due to her 'lack of improvement'. What can she do to gain re-gain custody of her child now that she is considered mentally fit?
