Does the natural father have paternal rights??? How do I know???

My son's natural father has never seen or been in contact with him. My son is 3 years old. The natural father has not taken a paternity test. He did, however, set up a monthly allotment for child support payments, which started after my son was a year old and just stopped a few months back. I did give my son his natural father's last name, but the natural father's name is not on the birth certificate.

Does he have parental rights??? How do I know???

Was tthe alotment for payments set up through Child Support Enforcement? Did they cause an order of paternity to be entered? You can go to the county courthouse and look at the records to see.

If they didn't and there has been no finding of paternity by a court of law then the gentleman claiming to be the natural father has no rights until they are recognized by a court of law.
