Parental rights

My son's (ages 6 and 3) father only shows up to spend time with the kids when he feels like it. It's usually once every 5-6 months. He has not paid any child support ever, paternity has been established through a DNA test, and he has ducked and dodged the warrant for not paying child support until it was dismissed. No one, including myself, child support enforcement or the court, has his proper and correct address and telephone number except his mother and she will not give it out. How long does he have to go without contacting us before I can do anything about it. I would really like to have all his parental rights dissolved.

In Arkansas if a Father does not pay for a year and has no "meaningful" relationship with the child, then he can be terminated.
