I am not sure what you mean by "gives up his rights." A parent cannot "give up rights" and discontinue child support. In Arkansas parents have a duty to support their children and that duty cannot be eliminated absent adoption.

If you mean that the ex-husband is waiving his rights and consenting to an adoption, then that would terminate any duty for him to continue to pay child support (because the duty for support would transfer to the adopting father).
