Legal Question in Family Law in Arkansas

My sister's ex boyfriend was given custody of their child by the mother .The child's father was represented by legal aid. My sister since then has been refused visitations, is unable to locate the child, has no address or phone number to call the child or send him things. The ex boyfriends family and friends are telling us"thry dont know where they are". Gifts and letters /cards are being returned to her and his family saying "undeliverable". We are hung up on when we call his family now.

Im confused. Is your sister the mother? If so, she presumably has visitation rights or at least the right to petition the Court for such visitation rights.
