Trying to straighten out a mess

my fiance was granted vistation with his two kids when they divorced in arkansas.. however he has since moved to alabama and its been two years and she allows no contact with the kids..every time he tries to call either she or her boyfriend hangs up on him..he has since refused to pay his CS..i know stupid move on his part i know this is going to be a messy messy thing to try to straighten out as his ex is a TOTAL cussword.. but he needs to do this.. so .. aside from resuming his child support payments ASAP i need to know WHICH direction to go from here to get his visitation enforced..they live in clinton and there are not alot of lawyers in that area so i need whatever help i can get here .. also he doesnt have a large lump sum of money so if there is a lawyer or any of you know of a lawyer that will accept payments i would really really appreciate the information
